Procurement
PROCUREMENT UNIT
The Unit was established in the year 2013 as a sub unit of Administration department. The Unit’s overall activities and operations are being governed by the procurement process and procedures set out in chapter 29 of the Financial Regulatory Act (Dec, 2006).
This is however often modified and verified time to time by the treasury circulars of Federal Ministry of Finance and circular from the presidency (SGF) office. It is the combination of all these provisions that can be said to provide the extant rules and regulations on tenders, Tender Board and Procurement process.
Responsibilities of the Unit
The Procurement Unit has the responsibility of processing all procurement activities including the following:
- Submission of the procurement plan prepared by the procurement panning committee to the Tender Board for approval.
- Preparation of Tender notification and request for expression of interest.
- Preparation and submission to advertising media the documents for soliciting quotations, prequalification, bidding and for proposals.
- Issuing document for: soliciting quotations, prequalification documents, bidding and for proposals.
- Receiving and arranging opening of: prequalification documents, bids, quotation and request for proposals.
- Submission of evaluation represents to the Tenders Board for: Prequalification, bids, quotations and consultant proposal, for approval
- Submission of quotations for minor value procurements to the Accounting Officer for Approval.
- Making arrangements for contract negotiations.
- Making arrangements for contract signing by the Accounting Officer
- Preparing documents for submission to the Bureau of Public Procurement for approval
- Preparing response to complaints for submission to the Tender Board, for approval.
- Preparation of documentation complaints for submission to the Bureau
- Preparation of all data and information required by the Bureau.
- Any other assignment that will be given by the Accounting Officer that may be necessary to enhance performing of the procurement function.
